The Gabonese educational system is a real paradox. On the one hand it appears to be one of the most efficient systems in Central Africa with a 130 per cent gross enrolment rate (GER), a 93 per cent net enrolment rate (NER) and a boy/girl ratio of less than 1.5 per cent in the primary. On the other hand, several studies have indicated that there is a too high concentration of students within the two main cities which leads to class overloads. There are also unusual high rate repeat cases and dropouts in the primary. Classrooms are overpopulated both in primary and secondary schools, especially in the outskirts of urban areas. There is also difficult transition from one level to the other. This transition issue is particularly acute between secondary and tertiary education and within this later level as many students face considerable difficulties in progressing from 'Propedeutique' (the First-Year University Classes) to actual faculties/departments. Two teams of [Association for Development of Education in Africa] ADEA and Gabonese peers have been assigned to work on this paradoxical situation through a review that looked into all educational levels, from pre-primary to higher education, and on transition problems observed between these levels. After a thorough diagnosis of the situation, these peers have assessed the efficiency and effectiveness of the Gabonese educational system. From the findings of the review they have recommended a few policy options to explore in order to face the identified challenges. The present report gives an account of the process they went through and the conclusion reached.

This report provides a global overview on how public employment services are approaching technology to improve service delivery, prior to the pandemic and when the [Coronavirus Disease 2019] COVID-19 crisis was in full swing. From better use of data to more effective service design and accessibility, the report explores the advantages offered by the utilization of long-tested as well as newly introduced technologies. It also analyses the barriers to the effective use of technology in service delivery.
The findings of the report are based on an ILO global survey that was conducted with the support of the World Association of Public Employment Services between May and October 2020, when the COVID-19 pandemic was in full swing. In total, 69 public employment services officers in 64 countries from all ILO regions responded to the self-administered questionnaire, voicing the position of their respective national employment service system. To date, this survey is the only global instrument that explores the technological transformation status of the public employment services systems.
What comes through clearly in the global survey findings is that freeing staff from routine tasks enables them to focus on more specialized functions, such as working with targeted beneficiaries and undeserved groups. It is among the top benefits of technology adoption for service delivery cited by respondents. When appropriate strategies for outreach are in place and in-person support is maintained, new technology has the potential to enhance delivery of employment services to populations disadvantaged in their access to digital technology.

[The UNESCO Institute for Lifelong Learning] UIL has compiled this report from [the 4th global report on adult learning and education, available in VOCEDplus at TD/TNC 139.288] GRALE 4 providing a regional snapshot of adult learning and education based on data and information provided by 40 countries, Member States of both UNESCO and the African Union. It reports how far the recommendations in the Belem Framework for Action (BFA; UIL, 2010) [available in VOCEDplus at TD/TNC 113.1210], as well as the Recommendation on Adult Learning and Education (RALE), have been implemented on the continent. It also outlines what has changed since GRALE 3 (2016) [available in VOCEDplus at TD/TNC 125.386].
Key messages include: (1) Progress in participation in adult learning and education [ALE] is insufficient. African Member States and the international community must do more to enhance participation, investing resources and developing effective policies that draw on best practice in the continent and around the world, particularly in reaching the least advantaged; (2) Poor data constitute a major barrier to tackling inequalities in participation in ALE and addressing the needs of vulnerable groups. We need to know more about who is participating and who is not. More investment is needed in the collection and monitoring of data to support evidence based policies that promote inclusive participation for all; (3) Progress in ALE policy and governance is encouraging but it is by no means enough, with some countries continuing to lag behind; (4) Funding for adult learning and education is inadequate. More investment is required, as well as more targeting of those hardest to reach.

This report explores the implications of the 'broadband society' for the development of digital skills for life and work. The report observes that in today's broadband society, digital skills are key. The ability to operate a smartphone, navigate the internet, engage in online environments, and organize and safeguard digital information are essential 'literacies', skills and competencies needed by all people. Schools and other educational institutions have had trouble preparing people to thrive in technology-rich environments. They are only beginning to map digital skills and launch initiatives to teach them in ways that are equitable, inclusive and sustainable. The report offers a series of pointed policy recommendations and advises governments to maintain public involvement in digital skills development and redouble efforts to address inequalities in the provision of digital skills and competencies.
The report scans the globe for examples of innovative practice and finds that successful digital skills development depends on a number of factors – including strong government involvement, teacher training, the importance of multi-stakeholder collaborations and local engagement. It directs special attention to the often-overlooked 'soft' skills required to thrive a technology-saturated world. These include understanding the implications of online activities; recognition of privacy considerations; knowledge of how to engage as responsible citizens in online environments; and awareness of how digital technology, big data and algorithms affect individuals and communities.
